Abroad opportunity

I'm born 9th January 1984 at palakkad, Kerala, India. I'm unexpectedly joined in government service as clerk. From the last two years I'm not getting any abroad job opportunity. I want to know when I will go abroad for better job opportunity. If yes, which country want to choose for further process. I'm facing big financial issues now. I'm eagerly trying to get better salaried IT jobs in European countries and want to know my marriage.
